Admin Subpanels Missing

I am working on a new instance and find that there are two subpanels missing as follows

After the System subpanel, there should be one for Email Settings and another for Product and Quotes. These aren't shown. Can someone tell me how I can make these appear?

You can find the settings for hiding/showing tabs and subpanels in Admin->"Display Module Tabs and Subpanels".

A colleague suggested I do a repair on everything, and that resolved the problem.
