Connot upgrade from 6.2.3 to 6.3.0

Hello,
I am trying to upgrade SugarCRM from 6.2.3 to 6.3.0 and I am able to get through the first step and then select my upgrade file.
But when I hit the upload package button it just returns me to the homepage that has all my dash-lets on it.
I have tried multiple times and have tried using IE, Chrome, and Opera to perform the upgrade.

This happen because you need to increase the upload_max_size and post_max_size in php.ini to 20M and restart apache.
