Modules will not upload

Been running SugarCRM CE for ages. The 6.5 version got stuck I think around 6.5.2 for me and would not take patch updates so today I installed a 6.5.9 fresh and imported data as needed. The issue I am having is with installing modules. Each one I try gives this error:

Specified directory '' for zip file 'upload://Enjay_Asterisk_CRM_API_Integrator.zip' extraction does not exist.

I have tried the various suggestions I have found searching the forums and no luck. This is running with PHP 5.4.4 though I have tried it with 5.3.14 as well. Never had this sort of an issue in the past.

Sounds like a permissions issue. Try that first....
