Theme is not loading

Is this what it is suppose to look like? I tried downloading other themes (Aqua) but when I go to admin, the themes don't show. I have tried chmod 755 and 775 R. I have also gone to the cache and chmod it to 755 and 775 R. Nothing is working. Any help would be greatly appreciated.

Maybe it's an owner problem or there are directories left with wrong access rights.
