Upgrade 6.3.x to 6.4.0RC ERROR - Call to undefined function sugar_cached() in

Please help, I am trying to a silent upgrade from sugar community Edition 6.3.x to the latest 6.4.0RC. The silent installs dies with this message. Fatal error: Call to undefined function sugar_cached() in C:\Inetpub\wwwroot\hns\database\modules\UpgradeWiz ard\uw_utils.php on line 2594

when I try to use the upgrade wizard, I get the same thing.

I can't seem to find any help with this error, does nayone know what it means and how to fix it?

I've experienced the same problem when upgrading from 6.2 to 6.4 with the Upgrade Wizard and the SilentUpgrade.
