Are you able to login into Sugar again and go back to the uploader? Did you install or only upload the package?

This happen because the size of file exceed the upload_max_size at php.ini.
Increase such attribute, restart web server and try again.
You also need to increase the post_max_size.
I suggest 20M for both attributes.
