Giving Permission to couple of folders in Modules folder

Hello,

I have developed One Module call Products.
there is couple of folders i included under modules folder.

SUGAR_PATH/modules/Products
SUGAR_PATH/modules/Accessories
SUGAR_PATH/modules/Tracks

these Products, Accessories, Tracks folders are belongs to Products module.i can work on thee modules without any problem if i loggin in with admin account. but i want create a new user and give him permission to access the products module. at this time i came acros with problem since when i logged in with new user i only can go to url: "index.php?module=Products&action=<whatever the page>"
when i click the link " "index.php?module=Tracks&action=<whatever the page>"" it says that new user has no permission to this module.

i need to fix this issue. and when a user gives a permission to access module called "Products" that user should have permission to access pages in both other folders Accessories and Tracks.

how can i code these modules so that user can access all these folders?
