Campaigns and workflows

I have leads that are created through the API. I want to send them a daily email asking them to come back and complete their booking online. Since I want opt out capabilities I want to use campaigns. how do I add a lead to a campaign recipient list using workflows? I have create a workflow that will send an alert email but it is not as useful because of opt out limitations.
