Another question.

Is it possible to have a SugarCRM administrator who has got all the rights. but then have another user who has the admin panel available but he can only create users and roles but cannot perform any other admin functions as upgrade sugarCRM, or access to other blocks as Studio, Bug Tracker and Mass Email Manager.

Please help me with that.
