I don't really know about licence of open source or what common sense is like in IT industry, but I just feel this is evil.
I would like you to tell me if I am right or wrong that I consider it evil as I don't know what it's like.

Since this June, all the SugarOS 4.* Japanese edition has been deleted.
And SugarCE Japanese is not yet released.
That means there is no way for Japanese speakers to access SugarCRM unless you pay money to Japanese agent, CareBrains.
I suppose Japanese language pack is developed mainly by CareBrains member.
In June at Japanese online forum, after the deletion,
in reply to a question "Why we can not download SugarOS-Full-4.5.0hj.zip at SourceForge?",
one of the Care Brains member said, "Japanese Sugar Open Source is re-buliding SourceForge project. Use English edition shortly. Mostly it's OK in Japanese."

Some people started complaining. There is no reason they can delete all the SugarOS file for rebuilding it and they keep it off the net for four month.
After that, all the CareBrain's member stop explaining anything there, though they seem active on commercial activities.
