I would like to add dashlets to my homepage. but I can't find the "add dashlet" button on my homepage like instructed in the 4.5.1 open source document. my current version is 4.5.1d
Is this a bug? or I need to use a newer version?

I can tell you it's not a bug, go to Admin->system settings and make sure you do not have "Prevent user customizable Homepage layout:" turned on.
