Cannot add rows to form design

In a cavalier way I deleted the rows before starting to add my customised options leaving just the top line and the links contained therein. Having done this I have apparently lost these editable rows I cannot find a way to add rows again. The + - options just aren't there. Can anyone tell me how I could regain editablity of this page (projects) or to reinstate this page again? - Hopefully without losing everything else!
