Can't upgrade via admin panel

I can't seem to upgrade my sugar 3.5 to 4 with the update wizard. It says
Warning: Your PHP configuration must be changed to allow files of at least 6MB to be uploaded. Please modify the upload_max_filesize value in your php.ini located at: /usr/local/Zend/etc/php.ini

I can't find this file

I too an unable to upgrade from 3.51e to 4.0.1 but mine displays nothing at all. Just seems to go to a blank layout although the rest of the menu items are still there just nothing in the main body.

After leaving it for 10 mins or so, I go back to the main admin and Ugrade Wizard it displays the package still ready to be installed in 2 stages.

I have been trying to locate through searches and all the searches that look similar, I have tried to apply with no success.

Same here.

I was able to upgrade from early 3.5.1 thru 4.0.

each time i attemtp to upgrade from 4.0 to 4.0.1 nothing happens.

My php.ini is set to allow 55MB posts, however i still recieve the warning:

"Warning: Your PHP configuration must be changed to allow files of at least 6MB to be uploaded. Please modify the upload_max_filesize value in your php.ini located at: /usr/local/Zend/etc/php.ini"

This is strange because on my production site, this warning does not appear. Yet it's on the same server.

any suggestions?
