CE 6.1 Web to Lead

I need to create a web to lead in CE 6.1 but it doesn't seem to have the option in campaigns like v5 did.
Am I missing it?

If not, then how can I create a web to lead?

Yes, the link to create web to lead form is available for version CE 6.1 under Campaign > Actions > Create Lead Form.
