The "cases" referred to in that page have to do with how many support cases you can open with SugarCRM's Technical Support team. When you purchase Sugar Professional or Enterprise, technical support for the product is included in the price.
Within the application itself, there are no limits to the number of case records you can create for CE, Pro or Enterprise.
