I have tried going thru the user manual and it has failed to work. It only worked when I tested it on my local machine. I got the server settings from my isp but nothing seems to be working. I can send out but I cant receive my external emails.

I would think that it can only be the settings you are giving the server if you can do one but not the other. You may be able to send because you've set sending to using sendmail on the server. It's worth ensuring that you can send through the smtp option as well. The server may not be able on resolve the mail server's address.
Also when you setup the server, did the setup page warn of anything missing or did you just transfer from your local machine. You may be missing a php module sugar needs. There could be all manner of reasons for this not working. I'd work through it as follows:
- Does the php setup have everything it needs. Just setup a fresh version if you just migrated files
- Is the server able to see the external mail server
- Have you got correct credentials
- Have you checked Sugar's log file for clues
You're going to need to give some more clues to get better help really.
