Hello I would like to know if sugar CRM Community Edition has a limit of contacts to send emails by email for example to send one email to more taht 400 contacts is that possible?

Yes, this is possible. You can send an email to any number of contacts as you would from any email client or you can use the Email Marketing capabilities of the Campaign Mgmt module to send out a personalized email to hundreds/thousands of recipients.
