Customer Self-Service Portal

Under sysem-wide settings, there is a value for Customer Self-Service Portal, however - I have yet to discover this phantom module.. does it exist? If so, where can I find this module and is it currently compadable with 4.0?

2 - This relates to the use of Mambo linked to SugarCRM. No other module - just Mambo portal.
