Dashlet Chart Permissioning

We have the "Prevent user customizable Homepage layout:" checked on the system settings page, but it still seems like the end users can alter their homepage layout by clicking on the the Add Dashlet button, etc. It does not seem to be working unless we have missed another parameter we have to set.

I don't see any issue in letting our users adding most of the dashlets, but I would rather not let them add some of the charts - specifically those that show data across all accounts, users, etc.

Is there a way to either (1) prevent users from adding specific dashlets OR (2) have the dashlets filter data based on the leads, opportunities that they own?

BTW, we are running Version 5.0.0b (Build 3150).

I was able to duplicate the behavior. This seems like a bug, as it didn't behave this way in pre-5.0 releases.

It seems like it now prevents you from moving the dashlets, but it doesn't keep you from removing existing ones or for that matter, adding others.
