default sugar dashlets

There are 4 default sugar dashlets provided on the Home page (Sales, Marketing, Support & Tracker). While the capability is there to add new dashlets to the home page per user, where is the ability to add a new system wide dashlet tab, or to edit one of those system provided tabs?

In sugar the home pages are designed to be cutomized per user. the built in tool does not provide a way to set these up for all users.
