Default Disable Assigned to based in Department

How do I disable the "Assigned to" field in editView (any module) for users with a specific department (say "Sales") I was able to hide the buttons for Select/Clear but for all users and the field still was enabled. I just want to show the name of the user but with no option to change it
    Thanks in advance!!!

In PRO and ENT you can create a role "Sales" that make those fields ReadOnly and then assign that role to all of the users in your Sales department.

In CE you can do basically the same using the module in my signature.
