Dropdown Editor and custom en_us.lang.php file

I've avoided using the Dropdown Editor until recently. All custom select options were done in custom/include/language/en_us.lang.php. Suddenly, editing the custom language file stopped working and I tested the Dropdown Editor. It worked. After a few days, I can't make any changes to any select options either through the Dropdown Editor or editing the custom language file. I've cleared my cache and rebuilt JS language files a number of times to no avail.

What might have gone wrong and how do I resolve this issue? How are these select options managed? I don't think they're stored in the database but I might be wrong.

We're running SugarCE 6.21

Any problems with file permissions? Changes?

Thanks. There were no issues with permissions. It had to do with caching which was probably due to my APC configuration. After disabling APC the custom language file was written to from the Dropdown Editor. Even directly editing the lang file worked as expected too.
