Can Sugar community edition manage email campaigns?

I'd like to be able to import emails, assign owners and update last contact information. I'd also like to be able to assign a contact frequency and then get reminders to send scripted and personalized emails at preset intervals, based on the time the email was originally acquired. I didn't see this functionality in .......
