Email Templates : can't view

Hi,

I am having issues with email templates.I am able to create email templates but they are not listed.
However, if i log in as admin , templates are listed.
I am running OS 3.5.1d with team security features installed.THe permissions are set to "All records" in the team security module.

The template is created in the DB


Any suggestions where to look for .......?
