Error with Upgrade Wizard for 3.5.1b

Win 2003 server
IIS 6
SugarCRM Version 3.5.1a
php 4.4.1
MySQL 4.1.15

this is running on remote machine as admin user

it will not run at all on server

Any Tips please,

I cannot sent e-mails either i get ""Error Sending email
with this note in the History

Fixed it
set permission for IUSR_machinename in c:\windows\temp to modify and it worked

I was having the loop repair timezone and

I was logged in as my self when I did then reloged on as admin would not go, loged back on as myself and it worked.

Fixed, set STMP port 25 mail.xxx.com.au instead of sendmail in my account and it worked, I had only set it in admin

Great conversation with my self, the e-mail only worked once, its not working again, and I didn't change anything..
