Formatting Flags displayed in Notes

I noticed that whenever I view notes of any kind, old or new, they are displayed with html (or php?) formatting flags ie. </br>

Here is a more thorough example of what I would see if I tried to view a note:

This is a testing note<br />
<br />
Please ignore it<br />
<br />
-Jon

Somtimes, I'll even get what looks like a variable thrown in the note ie. CV60's

When I edit the note, everything displays properly. Is there an option where I can change this?

I am on 3.5.1 for windows, running on the apache web server
