Hi, I want to create an application (is not yet created, we're starting) for the Sugar Professional and Sugar Enterprise editions.
I've read in Sugar's web that there's a SugarExchange Certification Program that gives you access to the Developer License and this license grants you access to work with the professional and enterprise editions (for development purposes only) but I don't know how do I acquire this certification.

I've read too that there's a Development License that grants you access to these versions but How much it costs? or How do I acquire it?

I have a doubt, if I pay for the SugarExchange Listings Fees, that gives me access to the SugarExchange Certification Program later when the application is ready to sell? or it's better to acquire first the SugarExchange Certification.

Which is the cheapest option?

Can I start with only the Developer License? (I don't know if that license is free) and later can I sign to the SugarExchange Certification Program the moment my application is ready to be placed in the SugarExchange marketplace?
