How are attachment files stored for template emails?

I have set up a template for our sales team to use on first contact that includes a 400kb PDF attachment. On looking through the cache/upload folder, I've noticed that there are a bunch of renamed copies of the attachment (assumingly from each time the template was sent). I haven't had a chance to review the full wiki/documentation yet (spending my time searching the forums for quick answers to issues like this while setting up two instances of Sugar OS), but I have a quick question based on this observation.

How are template attachments stored on disk? One file for every email sent (bad waste of space), or only once with a link back to that file inside every email sent?

Along these same lines, is there any way I can define an email template with an attachment that is dynamic. So I upload some files each week that overwrite existing files and the new files automatically become part of the templates?
