you have lot of open sources in web. download the web it will help you generate the pdf files.
try to read the xl files through the php. and create new pdf files.

you can install openoffice , it has direct option to export excel files as pdf. this is a open source product.

If you are using Microsoft Office 2007, you can just save the doc as PDF.
But if you don't , there are many free and useful Excel to PDF creators in the market.
You can googled "convert excel to PDF"
