i've been pouring through the SPL license and i have a few questions, i would appreciate any help.

Does a new interface that is basically put over the top of the existing application constitute a larger work? From my understanding it wouldn't be a derivative because no original files would be changed except the config file.

From this basic example would a person be able to distribute the larger work, licensing the template however they see fit, and leaving the rest under the SPL?
