I have SugarCRM 4.0.1e

I can send emails but I cannot receive emails!

I have this message in the scheduler list of admin account:

"To setup windows sheduler
Create a batch file with the following commands:
cd C:\Archivos de programa\SugarCRM\httpd\htdocs\SugarCRM
php.exe -f cron.php"

Someone knows what I can do to receive emails?!
