Memory Error when viewing attached document

I'm getting the following error when I try to view an attachment in a NOTE as being viewed from the customer self-service portal in Joomla:


Fatal error: Allowed memory size of 9437472 bytes exhausted (tried to allocate 482221 bytes) in /home/sites/site144/html/content/components/com_sugarcases/nusoap/nusoap.php on line 11205

I've increased memory limits in my PHP.ini file to 128MB but that doesn't help.

The attached note that is causing problems is a 384K PDF file.
A small PNG image works fine.
I can't believe that a PDF that small causes it to choke!
Aret there any other settings I can change to handle larger NOTE attachments?

I'm on Apache 2, PHP 4.x.
I turned logging on to DEBUG but the logfile is too long to post here.
