In User Management I can limit a users sugar experience by setting the portal use only button. However when I do this the user cannot login. If I take this off the user can login. Can someone explain the use of this feature?

The easiest way to illustrate this is by example.
Consider you run a university with 5,000 students. Your opportunities are student courses and your contacts are students.
You wish to allow students to modify their own contact details - name, address, telephone number, email address etc. But, buying 5,000 licences to allow them all to log in as a user would be way too expensive.
Instead, you set each student up as a "portal user". This means they can access the Self-Service SugarPortal (available in Enterprise edition) and amend their own details without requiring a user licence. But they can't log-in to the main CRM solution as a user because they have no licence.
Hence why when you tick that box for your users, they can't login anymore.
