We've had this discussion before and Sugar doesn't limit the number of logins. I did a quick search and you can do it at the OS level via scripts and there are a couple of downloadable tools.
I do have quite the Linux wizard working as out sys admin who might know a trick or two on the Linux side. What OS are you using?
UPDATE: My Linux guy suggests looking at limits.conf. That has a max logins setting.
Funny thing is that I remember Novell having this as a setting available when you created a user. Must not be needed much in the Windows world.
