Are the Sugar patches (a - e) all rollup patches or do I need to install each one on top of a fresh sugar install? I am still having this stupid date problem between my staging and prod machines and I can't figure it out. My production site has the "AM/PM" dropdowns, but my staging site uses 24-hour time and that's the only thing I can see different which is causing dates to default to 1999-12-31 in the UI and 2000-01-01 in the DB on my prod system.

sorry for the new thread on the same topic I posted a few days ago, but I'm really stuck and this is pissing me off especially since I took my prod files and copied them locally but the same thing happens.
