Permission issues with a new module..

We just installed Process Manager in SugarOS 4.5.1h. Many of the tasks, such as "Create Process Stage", generate this error:

Warning: You do not have permission to access this module.

Okay, so there is a permission error (perhaps). Yet, my account is an Admin and has full rights to everything. What I did notice is that there are no specific rights in the Rights view for Process Manager. Should there be? If so, how can I best correct this?

So.. any ideas on how to even debug this? I up'd debug to 'info', but couldn't figure out why I didn't have permission to this new module.
