I'm looking for a CRM solution that would pair users up with a support technician. I wouldn't want it to be random, since when a member signs up, they would be assigned to a technician who would handle their account for the rest of their membership. Can SugarCRM do this?

Sure, shouldn't be too hard. Keep the bug tracker module and customise it with a mapping table (or add a column to the user table) so that when a returning user creates a bug it is assigned (using the mapping) to the previous technician.
