Role Management - Delete Permissions

I may be missing something here but -

I have created a role for the majority of my users. For all modules 'Delete' is set to 'None' as are Import and Export.

When I log in as a user, whose only assigned role is that mentioned above, I am able to delete notes against a contact in the sub-panel view by clicking on the rem icon. This is bad enough, but I then found that this only disassociates the note from the contact and retains the link with the account.

In the account I am then able to delete the note in the sub-panel view by clicking on the rem icon, again against the set privileges.

Is this behavior intentional? I can't believe this hasn't been picked up before.

I setup a similar thing and had a similar error.

In my case it was because the user was an admin, and admin retain all rights allways.

Might be the first place to check?

Thanks REByers for your reply but this was one of the first things I checked and this specific user definitely does not have administration rights.
