secretary user for mutliple users

Is there a way I can give a single secretary user access rights so that they can enter say a diary date for other users without having to log in as each of them in turn?

I'm running 5.2.0c.

Not sure what you mean by diary date, but maybe she could create the record and assign it to the appropriate user. This has the added benefit of notifying the users that a record has been created for them.
