SMTP -> ERROR: Failed to connect to server. Code: 110 Reply: Connection timed out
SugarPHPMailer encountered an error: SMTP Error: Could not connect to SMTP host.
SugarPHPMailer encountered an error: An outbound mail server is not configured for outoing email for the mail account that you are using. Please select or add an outbound mail server for the mail account.
Everything is correct, I checked everything a couple of times now.
What am I doing wrong?

If you're sending bulk email marketing messages this will be a common issue. To solve this problem you should use the cloud based email marketing module from inBOX25. They are Sugar certified and have hundreds of users...

Could you try and see if 6.2.4 fixes this issue?
