I don't know much about running Sugar on an XP platform. Seems like the wrong tool for the job. We've always had ours on Linux, first Ubuntu and now Centos (even more secure). I had originally tried 5.0 on Windows 2003 and SQL Server but it was awful.
I've always had great response running on Linux. On the Centos box we use the APC cache for speeding up the PHP cache. You might see if that helps.
Also, having the memory limit so high might actually be a negative. I know my current sysadmin likes to keep that limit as low as possible without causing problems. Again it's Linux so it's much smarter about managing memory.
I've got some postings and there're lots of wiki articles about getting Sugar going on Linux. I think you'll find that it all works much more smoothly.
You might also try using Google Chrome as a client. I've been using it on 5.2a the last couple of days and it's awesome. Also, are you using Firefox? IE has simply been atrocious with Sugar.
