Yes, SugarCRM CE supports MS-SQL, version 2005.
As for Windows Auth, I've never done it myself, but Sugar does support LDAP authentication. You should be able to leverage AD as your LDAP server for that purpose.

Yes.
The security roles feature, in combination with the record assignment capabilities, can be used to restrict the records a user can see.

Thanks. I would need to setup each user on the system first. Would that be right?
Also, to setup SugarCRM with SQL, do i still need apache etc. Can i use IIS?
Correct on the users, as well as the roles. By default, all users can see all data, so if visibility is a big concern, make sure you define and apply the security roles before you roll it out to your users.
As for the IIS question, it is possible to use it. Version 6 or 7 should work. In reality, just about any web server that supports PHP can be used as Sugar itself doesn't really care about that layer. It is more directly dependent on PHP and the version of it that you choose to deploy.
