tabs are shown BEFORE login

Hi, everybody.
There's something that happened after I upgraded from 5.0.0f CE to 5.1.0 CE.
When I access Sugar in order to log in, I see all the upper tabs BEFORE logging in. Then, when I log in, I only see the tabls I am allowed to, depending on my role.
This is not that terrible, because I can't access the other tabs before logging in... but I don't want the users to even see them. This didn't happen neither with the 5.0.0x nor the 4.5.x.
Is it normal? How could I prevent users from seeing the tabs before they log in?

Admin->System Settings->Display tabs on login screen
