I notice that the initial log-in screen is produced by the Sugar theme. When a user is authenticated, i would like all users to see the same skin other than the Sugar default skin. I notice by changing the default_theme in the config.php, it will completely change the format of the login screen because they are being generated by different header.php and header.html files. Is there a way for the crm to pull a universal theme other than the default after logged in? or does each user have to manually change the theme?

You can simply delete all the themes in the themes directory apart from the one you want to use ... this removes users ability to select an alternative theme.
