Is there an easy way to track tasks I assigned to other users?

If you use SugarPro, you can make reports.
For SugarCE, from Tasks module, Advanced Search tab, select Active tasks or closed tasks (choose the status) + wanted user and save this search. Only issue, you cannot search for tasks between a date range like in Pro.

This is a very weak point for CE. Are there no extensions that address this issue?

You can do search for date ranger with the advanced search extension. Very nice extension.
