Default Use Sugarcrm in a governamental context

    Hi all,

I'm looking at Sugarcrm to use as a CRM in a local governemental context. I've currently set it up in such a way that all people of one town will be present in the contacts table. Sugarcrm is linked to our pbx, so that if someone calls, the relevant contact page is popped up automatically.
What I want to do, is to be able to immediately create a case when someone calls with a problem and then triage the problem to the relevant person.
I notice however that in order to do so, you first need to create an account to link the case to.

Is there a way to prevent to have to enter both a contact and an account which in our situation basically refer to the same thing/person?
Alternatively, I could enter all contactinfo into the accounts table and have that pop up when a call comes in, but I lack some interesting fields like mobile phone etc.

    Thank you,

    Bart
