USer role dedicated to user management?

Is there a way to setup a user so that the only rights they have in the administration screen is to create new users and edit existing users? I tried creating a role with Developer permissions for the User/Role/Team module which allows them to create new users, but it won't allow them to list the users or view the user record they just created.

I want to avoid giving them full admin rights since they should not have access to any of the other admin pages. Also, there is no Admin & Developer option for the User/Role/Team module within the Role settings.

I think sugar don't supports this kind of access rights configuration by default.
What I can suggest for you is to create a new module to be just a view layer for the real users module. So you can create the module layout, and with logic_hooks you can get all user's inputs and then redirect them to be processed over the original user's module data.
