Yes you could use it for charity and donation tracking to some extent. you could use the oppertunities to save pledges. and when the pledges come in you could close them. There are lots of ways to use SugarCRM. CRM is really a relationship manager and tool to aid in sales donations are not far from selling a person on giving money. There is a lot of sugar you would not use but some areas you did not think of... Project managment, Case managment ... etc.. It is up to you decied what you use in sugar as not every thing is used by every company.
We actually have a reseller focussed just on selling to charities. We support their efforts with a large discount.

The pay per user model seems a good way to go. The users will be dispersed geographically and it is a small operation.
Can one get the OS version as well as the Professional in a pay per user mode?
Are you talking about mixing os and Pro? Not really good at mixing. There is a a way to purchase support for the Opensource version it is called Sugar Network in the store.
