Web to Lead Form Permission Error

I created my form, when I hit "Please download your Web To Lead form
Web To Lead Form"

This is the error response I get:

"Forbidden

You are not allowed to access this resource or there is a problem with permissions. /sugar/cache/generated_forms/WebToLeadForm_1261421440.html

Requesting Page:http://problogservice.com/sugar/index.php"

I checked permissions and the forms are generated with 660 permission to them.

Anyone have an idea on what I can do to download and get to the next step?

did you solve this? I'm getting similar errors now after a clean upgrade to CE6. The apache server at the redirect location doesn't like the http in the redirected query string which contains the redirect_url fromthe referring form.
