Web site form to SugarCRM

I am new to SugarCRM. Does this produt allow you to create a Web site form and pass the data through to SugarCRM?

I am trying to find the details of the available web services from SugarCRM. The link of www.example.com/sugar/soap.php does not seem to work. How can I find all the definitions? I want to use Soap to insert a record from my application into a custom module for Issue Log.
